清华大学五道口金融学院绿色金融研究中心(CGFR)

清华大学五道口金融学院绿色金融研究中心(Center for Green Finance Research, PBC School of Finance, Tsinghua University,简称“绿金中心”或“CGFR”)正式成立于2018年底,是我国成立最早、与国际合作最密切、具有世界一流水平的绿色金融研究平台。

CGFR致力于绿色金融和可持续金融领域的学术与政策研究、工具创新、产研结合与国际合作。伴随着国家30-60“双碳”发展战略全面推进,团队将全力以赴服务于国家战略、世界发展,在碳中和实现机制与路径、环境气候风险分析、绿色和可持续金融标准开发、绿色金融基础设施、科技赋能碳中和、转型金融、绿色金融产品创新、ESG投资研究、生物多样性等重点领域开展研究,支持国家相关部委、金融监管和头部金融机构的政策制定和战略规划。

近年来,CGFR在众多绿色金融关键领域产出了一批重要的研究成果:研发的气候转型与物理风险模型是气候风险分析领域的基础性分析框架,在国内处于领先地位;结合金融主管部门的政策导向和投融资市场需求,研究可持续金融市场构建机制;联合金融机构积极开展可持续/绿色金融产品创新和标准化工作,形成推动重点行业绿色和低碳发展转型的金融服务体系;并首创了“一带一路”绿色金融国别案例研究模式;在ESG投资领域,开发了上市公司ESG表现评价和中小微企业ESG评价的方法学框架;开展了这些方法在银行信用风险管理中的应用;关注供应链管理与产业链绿色化、金融科技支持绿色金融发展中的应用;开展了“双碳”目标下,重点行业包括高排放行业和绿色行业的碳排放计算、绿色收入分析和转型分析,构建了绿色主题的ESG评价体系;在国际合作方面,聚焦“一带一路”绿色投资需求分析及“一带一路”投资机遇与风险分析,并支持全球央行与监管机构绿色金融网络(NGFS)、可持续金融国际平台(IPSF)、气候相关财务信息披露工作组(TCFD)、国际标准化组织(ISO)的相关工作。

CGFR现任主任鞠建东,清华大学五道口金融学院讲席教授,中国国际贸易研究会(CTRG)主席,清华大学五道口金融学院国际金融与经济研究中心(CIFER)主任、绿色金融研究中心(CGFR)主任,上海财经大学国际工商管理学院特聘教授;2014-2017年担任上海财经大学国际工商管理学院院长、教授,2009-2015年担任清华大学经济管理学院教授、国际经济研究中心主任,2007-2009年任国际货币基金组织常驻学者,1995-2014年担任美国俄克拉荷马大学(University of Oklahoma)经济系助理教授、副教授、终身教授;获南京大学数学学士、清华大学经济学硕士、美国宾夕法尼亚州立大学经济学博士。鞠建东教授的研究领域集中在国际贸易、国际金融和产业组织,在American Economic Review, Journal of International Economics, Journal of Monetary Economics, American Economic Journal等国际一流学术杂志上发表多篇论文,曾获2016年浦山世界经济学优秀论文奖,2020年教育部第八届高等学校科学研究优秀成果奖(人文社会科学)著作论文奖经济学类一等奖,2021年被北京市教育委员会认定为“北京高校优秀专业课(公共课)主讲教师”。2023年,他主讲的《中美贸易争端和全球化重构》课程入选第二批国家级一流本科课程。

CGFR目前配备研究工作组及行政运营团队,研究工作组由高级研究员、在站博士后牵头,团队下设中级研究员和初级研究员,行政运营团队主要负责日常运营、媒体宣发、活动组织等支持工作。团队成员绝大多数具有海外著名高校和机构的学习和工作经历,与国内主要的金融监管、政府部门,以及国际上的重要政府间组织、非政府组织、中央银行、金融机构和学术机构都建立了紧密深入的合作关系。

Center for Green Finance Research (CGFR) of Tsinghua University PBC School of Finance (PBCSF) was established in 2018 and is led by Professor JU Jiandong, Chair Professor at PBC School of Finance, Tsinghua University. As a leading green finance research think-tank with extensive international cooperation experience, CGFR is dedicated to academic and policy research, innovation, and global partnerships in sustainable finance.

With China’s commitment to carbon neutrality, CGFR strives to serve the nation’s climate strategy and sustainable development worldwide. CGFR supports China’s policymaking and advises the country’s top financial institutions and corporations on green business development and strategic planning through researching the tools and paths towards carbon neutrality, conducting environmental risks analysis, developing green finance standards, innovating green financial products, researching ESG investment, as well as researching financial support for Carbon-Netrual technologies, low-carbon transition, and biodiversity conservation.

In recent years, CGFR has achieved a number of important research outputs in many key areas of green finance. the Climate Transition and Physical Risk Model developed by CGFR is a basic analytical framework in the field of climate risk analysis, which is in a leading position in China. Based on the policy orientation and the demand of financial markets, CGFR has studied the mechanism of building sustainable financial markets. Joined with financial institutions, CGFR carries out innovation and standardization of sustainable/green financial products. to actively CGFR also contributes to forming a financial service system that promotes the green and low-carbon development transformation of key industries and also pioneered the country case study model of the Belt and Road Initiative in green finance. In the field of ESG investment, CGFR has developed methodological frameworks for ESG performance evaluation of both listed companies and micro, small, and medium enterprises. The developed evaluation framework has been applied in bank credit risk management and firm value evaluation. CGFR conducts research on supply chain management and greening of industrial chains, and on financial technology to support the development of green finance. CGFR also conducts carbon emission calculation, green income analysis, and industrial transition analysis of key industries under carbon peaking and carbon neutrality goals, including high-emission industries and green industries, and built an ESG evaluation system on green themes. In terms of international cooperation, CGFR has focused on the green investment demand analysis, as well as the investment opportunities and risks of the Belt and Road Initiative. It also supported related research of the Network of Central Banks and Supervisors for Greening the Financial System (NGFS), International Platform on Sustainable Finance (IPSF), Task Force on Climate-Related Financial Disclosures (TCFD), and International Organization for Standardization (ISO).

CGFR is led by JU Jiandong, who is Chair Professor at PBC School of Finance, Tsinghua University, Chairman of China Trade Research Group (CTRG), Director of Center for International Finance and Economic Research (CIFER), Center for Green Finance Research (CGFR), and Research Center for International Digital Capital (IDC) of Tsinghua University PBC School of Finance. After receiving his doctorate in Economics from Pennsylvania State University in 1995, he served as assistant, associate, and full professor at the University of Oklahoma and professor at the School of Economics and Management at Tsinghua University. He was the Dean of the International School of Business Administration, Shanghai University of Finance and Economics from 2014 to 2017. He was a resident scholar at the International Monetary Fund and consulted for the World Bank and other policy organizations. He focused his research on International Trade, International Finance, and Industrial Organization, and the main teaching courses are Advanced International Trade and Finance. His work has been published in the American Economic Review, Journal of International Economics, Journal of Monetary Economics, American Economic Journal, and other journals. He received the 2016 Pushan Award for Excellent Papers on International Economics, the 2020 Ministry of Education 8th Award for outstanding scientific research in Economics, and the 2021 Excellent Teacher in Beijing University by Beijing Municipal Education Commission, In 2023, "China-US Trade Dispute and Globalization Reconstruction" was selected as the second batch of national first-class undergraduate courses by the Ministry of Education.

CGFR both has a research team and an administration team. The research team is led by senior research fellows or post-doctoral research fellows and consists of junior research fellows and research assistants. The administration team is mainly responsible for administrative management, media operation, events organization, and other supportive work. Most CGFR members have experience of studying or working in world top universities and institutions. In addition, CGFR has established close and in-depth cooperation with major domestic financial supervision and government departments, as well as important international inter-governmental organizations, non-governmental organizations, central banks, financial institutions, and academic institutions.
